For content managed through a CMS, yes. We agree which information needs to be editable and build the administration around those requirements. Changes to app functionality can still require development and a new release.
The cost depends on the features, platforms, design and any management tools or external services involved. We start by defining the scope so that we can give you a meaningful proposal.
